NASA made a bad call in not learning the way dolphins communicate. In all of this time, they haven't accomplished that.
They probably didn't try. It is all about the scientist getting grant money. They don't care whether or not their studies improve mankind. It could have monumental if humans could understand dolphin speak. We could have turned them into foreign spies.
