Carter, from my memory, was incompetent but not evil. Even in his early 90's, while fighting cancer, he was helping building houses for homeless people...with this own hands, not just donating money.
The rest of them, yes, pure evil. Bill Clinton is so charming that it was easy for him to fool people. He's a coyote in Gold Retriever's clothing. I do think there may be part of his soul left. He wanted to stop the genocide in Rwanda but was pulled back by his advisors. So, I guess that is sort of something to think there may be a shred of humanity left in him.
