Personally, I would like to see it go back to ONLY property owners can vote....But that is just me.
That would open the market for the sale of a square inch in a swamp.
If you're looking for filter on voters, I would suggest military service or equivalent.
Another viable filter would be voting age limited to a range of 35 to 75.
